Development Coordination, Programme Management & Strategic Communications

Read bioClose bio

Dervin Osbourne is a development practitioner, programme manager and strategic communications specialist with experience across government, non-governmental organisations and international organisations. His work focuses on coordinating development programmes and helping them achieve their intended outcomes for the people they serve. He takes an anthropological approach to his work, drawing on people’s lived experiences and the social and cultural contexts that shape how programmes are designed and implemented.

This approach has informed his work with young people on sexual and reproductive health in the Caribbean, LGBT rights and advocacy, and work with adolescents in London. He also participated in research involving displaced communities living in informal settlements in Salvador, Brazil, where his contribution focused on the gendered impacts of development activities, particularly their effects on women. These experiences underpin his attention to local context and the importance of involving people in decisions that affect their lives.

As Programme Manager for Jamaica at the Westminster Foundation for Democracy, Dervin supported the development of Jamaica’s proposed Framework Climate Change Bill, coordinating engagement across government and wider stakeholder groups. His climate portfolio also includes strategic communications for the Caribbean Shipping Lanes (UWI-CSL) Project, supporting Caribbean participation in international maritime decarbonisation discussions, and communications for UWI SODECO’s mangrove restoration work.

At Abt Global, Dervin combined programme implementation, stakeholder coordination and communications for USAID’s Local Health System Sustainability project in Jamaica, including work on global health security, pandemic preparedness and private-sector capacity strengthening. Earlier roles at the British High Commission included managing development funding and coordinating the Chevening Scholarship Programme in Jamaica and The Bahamas.

A Chevening Scholar and certified development project manager, Dervin holds a master’s degree in Social Development Practice from University College London and a bachelor’s degree in International Relations from the University of the West Indies. His postgraduate studies applied anthropological approaches to development practice, examining how programmes and policies respond to the experiences and priorities of the people they are intended to benefit.

Through the DASTPO Consortium, he brings together this experience in programme delivery, policy and public engagement with a people-centred approach to development.
